The "1/4" RUB WASHERS" , what is the ID and OD of it? Is it designed to be completely under the head / completely hidden from sight? Or does it protrude out from under the head allowing it to be seen?

The rub washer is designed to not be seen. When I look closely it is possible that the washer is 1/32" beyond the head of the screw.
